Cairns Entertainment Precinct: DA Lodged, On Budget, History and White’s Shed Apprenticeship.

Cairns Regional Council has lodged the Development Application (DA) for the Cairns Entertainment Precinct with Ports North.

The 1900-page application provides comprehensive detail of the Precinct.

Lodgement of the Development Application with Ports North by 31 March 2012 satisfies the first key milestone of the Commonwealth Funding Agreement and triggers the first substantial payment.

Cairns Regional Council CEO Lyn Russell said the Development Application had been a massive project in itself.

“The Development Application is the culmination of years of work by expert staff and consultants and pulls together an enormous amount of detail about the Precinct,” Ms Russell said.

“The DA offers an appreciation for the scale of this development and the degree of specialisation needed to build a state-of-the-art entertainment facility.

“It’s now up to Ports North to assess the application and provide final approval.”

White’s Shed is an important part of Cairns history.

It may not look like much from the outside at the moment, but the original internal timber structure built in 1923 is spectacular.

Thirteen transverse timber frames support the roof and are linked by a ridge beam, purlins and girts.

There is the remains of an electrical conveyor system built into the roof of the shed that was used to stack up to 80 tons of bagged of sugar an hour.

The original building is 63 metres long and 22 metres wide and was capable of storing 6000 to 7500 tons of sugar.

The usefulness of the shed declined in the 1950s and was no longer in operation when the bulk sugar terminal was established in Portsmith in 1964.

The shed is a rare reminder of parts of Queensland’s cultural heritage as surviving wharf sheds disappear from Australia’s coastal cities.

White’s Shed with its remaining sugar bag handling equipment is the only example of this type of structure still in existence in Australia.

It’s hoped the remains of the sugar bag handling equipment will contribute to a heightened understanding of Queensland’s history because all records of how the system was used have disappeared.

The shed will be restored as part of the Cairns Entertainment Precinct project and become a part of Cairns heritage that everyone can enjoy.

New Apprentice for White’s Shed Work

A $351,000 contract for Investigative Works on White’s Shed has given a school leaver a new future.

Eighteen year old Nolan Badger was a standout candidate from a field of applicants to start a new career as an apprentice carpenter working on White’s Shed.

Richard Field Constructions was awarded the contract in February and began interviewing for a new apprentice almost immediately.

Builder Richard Field says all the candidates for the new apprenticeship were put through a rigorous interview process and Nolan was the clear leader in the group.

Nolan expects it will be very exciting to start his new career on a Heritage Listed building and is looking forward to discovering the history he expects is concealed beneath the floorboards.

The contract is supporting 36 local jobs.

On Budget and On Target

The Cairns Entertainment Precinct is now fully funded, bringing almost $100 million of external funding directly to the region.

Formal funding agreements have been signed with the Federal and State Governments and the site lease has been executed .

The Queensland Government is contributing $57.3 million to the project, the Federal Government $40 million and the Cairns Regional Council the remaining $57.3 million.

The State Government is providing the site shown in the photograph for a peppercorn rent.

Investigative works have begun on White’s Shed, the tender for a Managing Contractor is almost complete, the Development Application has been lodged and detailed designs are well advanced.

Early works are expected to begin on site in July 2012 with completion due in 2015.

In the wake of Good Neighbour Day on March 25th, hosted by Trinity Park NHW, it is worth reiterating the value of community spirit amongst the population. The threat of crime is always a cause for concern amongst local residents.

However, the presence and maintenance of a neighbourhood watch is a source of reassurance for people. With the closure of the Forest Gardens branch, only Edmonton, White Rock and Woree remain in south Cairns.

Holiday security

With the Easter holidays almost upon us, it is important to maintain home security, especially if the residents are going on holiday. If a home is vulnerable to intruders while the occupiers are away, then a neighbourhood watch can prove to be invaluable.

There are some practical tips a home owner can follow to help avoid unwanted visitors during the Easter break. Alerting neighbours that you will be away is very important. Making sure the house is secure and cancelling delivers are also priorities before leaving on a vacation. Policelink

It is vital that residents are vigilant in their reporting of crime to Policelink on 131 444. Policelink is available 24 hours, 7 days a week and is the new number in Queensland to make general enquiries and report non-urgent incidents including: wilful property damage, stealing offences, break and enters, stolen vehicles, and lost property.

Calls to Policelink 131 444 are charged at the local call rate with mobile call costs varying dependant on your service provider. Calling Policelink can make all the difference when a crime is committed in your community. The more times an incident is reported, the more chance it will be noticed as a trend in the police link database. The important local emergency phone numbers for south Cairns are listed below.

Police response

The police have responded to local crime by stating that their ‘Operation Colossal’, over the past seven months, has led to 313 offenders have been charged with a total of 15,404 charges. This initiative was introduced in order to target repeat juvenile offenders or ‘ringleaders’ and put them behind bars. One example of the success was the recent arrest of two boys, aged 14 and 15, caught over a burglary and vehicle theft from a home Capricorn Street, Bentley Park. However, the police also pointed out that there is always another criminal to take their place, so locals “should always lock up homes and vehicles to deter break-ins”; cold comfort for residents and especially for landlords when the time comes to compare landlords insurance.

Disturbing trend

A worrying statistic in the Neighbourhood Watch Woree newsletter stated that the number of attendees at the NHW Woree meetings has seen only 1 or 2 residents recently, with October to February seeing no attendance. Area Coordinator, Alwin Koo, revealed that NHW Woree cannot continue to operate much longer with residents not willing to spend an hour to listen or address their concerns. So please, if you can spare the time, support your neighbourhood watch.

Starting a group

A neighbourhood watch group can bring the community together and provide support for those either in fear of crime or the actual victims of crime. Neighbourhood Watch Queensland declare that forming an effective group depends on locals being prepared to engaging people in their street, bringing people in their neighbourhood together and building peoples’ sense of belonging to their community. With the support of neighbours, businesses, community groups and the local police, a safer environment can be achieved for all.

Thelma Bryan Breaks Swimming ‘World Record’ at 82!

On Saturday 24th March at Sea Eagles Swimming Meet held at TAS pool – Thelma Bryan ( aged 82 years), a member of Cairns Mudcrabs since the club’s inauguration, broke the NATIONAL and STATE record for 800 mtrs individual medley.  

She had to swim 200mtrs each of butterfly, backstroke, breaststroke and freestyle— no mean task given her age !

The National record was broken by almost 10 minutes( not seconds!) and the State record by just under 2 minutes. Yes!

The National record WAS originally that much slower than the State. Muddies also won the Meet on overall points finishing 459 points ahead of their nearest rivals. Muddies may do it sideways but we get there !
